California Senate leader wants to split sessions
The leader of the state Senate wants to split the legislative sessions, spending one year on the budget and the next on new laws, a newspaper reported Saturday. Senate President Pro Tem Darrell Steinberg says the Capitol has become a “bill factory” that spends too little time on other government responsibilities.
